Hi!

obv. DN VALENTINI - ANVS PF AVG
rev. GLORIA RO - MANORVM, emperor advancing r., holding labarum and dragging captive.
This type has been struck in two periods:
1) for Valentinian I, Valens, Gratian and Valentinian II.
2) for Valentinian II, Theodosius I and Arcadius.

Best regards

Why puzzled?
For Siscia f.e. the 1st period was from AD 364-378, the 2nd period from AD 378-close of mint (summer AD 387?)

Best regard
