Valentine has a very similar coin listed in his Modern Copper Coins of the Muhammadan State.  There are only very minor differences, different number of rays in the star or flower and little more of the inscription on yours.  It is number 111 in his book.  He attributes this coin to Tiren and considers it an older type of Ottoman coin.  This coin is the section that includes coins without date or ruler's name.

Beautiful coin you got there. These were IDed in the 1970s by Cüneyt Ölcer as anonymous ornamental Mangirs (nakisli anonim Mangirlari), and as Howard said, the mint is Tire.

Technically these are not Ottoman coins, but are widely regarded as Ottoman anonymous mangirs. These are usually locally minted copper coins, such as early Umayyad fulus. These anonymous coppers mainly appeared in Tire, Denizli, Konya and Kayseri but are also found in Mardin and Amid (Diyarbakir).
