Happy New Years to all of you...

A friend of mine told that this might be a silver message box tied to legs or necks of post pigeons at Ottoman or Safavid period, i wonder your opinions a lot.

In Roman times similar shaped cylinders were a form of bulla - attached as a necklace to a child they hold magic inscriptions of protection.  Roman ones are known in lead, bronze, silver and gold and usually had three loops along one side as they hung horizontally.

No sure if this is anything similar but that is what it reminds me of.
