Help with Roman provincial

Here is a 20.5-21.8 mm bronze coin weighing 6.83 g. The obverse is radiate right with KAICA(P) going clockwise on the left. Any more of the obverse legend is off flan. The reverse is a complete mystery to me. I had thought that the three circular objects at the top (I actually don't know if I've oriented the reverse correctly) were the tops of military standards from a Nicaean coin. I'm not sure that is correct, though. Any help is much appreciated.

The reverse had me a little puzzled at first too.  Shift it 90 degrees clockwise to orientate it properly.  Hope this helps.
