Perplexed by this Odessos

AE2 4 mmm 9.14 g

The obverse really looks like female, with long hair.  But there aren't many female images with Odessos except for Tranquillina, and none that resemble this coin.  Is it not a woman?  Also, Can you help me with the reverse?  Thank you for any assistance.
