Reminds me on Tanit with  Head of horse

Obverse double strike with head of Tanit, and the mane of the horse below.

It is indeed an over-struck coin. The reverse with the horse's head is over-struck with the head of Isis and the obverse with the head of Tanit is over-struck with three ears .
