Not much to add to this. Wolf and twins with two heads, probably a married couple, above. Imperial and provincial are not very useful categories for seals. Yes, there are some imperial seals, but that does not mean the rest is 'provincial'.

They're also hard to date. This one must be somewhere 200-350 AD, I'd say.
