Unknown Poseidon

Here's a long shot... This has been sitting in my "I need to ID this" pile for some time and I'm at wit's end. I bought it in a group lot many years ago and the tag says "Hadrian Koinon of Thessaly". I'm certain that isn't correct, this reverse type isn't known for Koinon of Thessaly for any emperor. I'm also not convinced it's Hadrian, it could be Trajan. It could even be female with the drapery at her bust. The lack of legends doesn't help any. It's 25.1 mm, 6.44 g, 1 h. If anyone recognizes this coin, please help!

Thanks in advance,
Tom

PS, based on style alone, I'm guessing it's Pelopponesian but I don't see it in BCD.

Thank you, it even appears to be an obverse die match.  I never considered that the obverse wasn't "human".

Thanks,
Tom
