Yup.  Handle support for a vessel.  Not necessarily a wine vessel, though that is perhaps the most common type.

The horizontal cylinder at the top was for the vessel's handle.

I would simply call the trapezoidal.  Not exact but close enough.  Not a common shape - simple triangular and vine leaf are more common.
