Looks like some sort of seal and not coin.  Can you provide an image of the other side as well as weight and size?

A merchant's lead seal.  I cannot make out the inscription--does it appear to be Russian?  The element that looks like 4 is common on many merchant seals from the eighteenth century, but it would be unusual to find an eighteenth century lead seal so well preserved.  If Russian, it may be nineteenth century.
