Eastern AE - Parthian/Elymais chalkous?

I’ve seen some very similar Parthian issues, but none of the right facing bust. The obverse is that, the reverse shows a bird, presumably an eagle, right, with wings outstretched. It’s a small (12mm) coin. The fabric reminds me of Parthian and Elymais coins, but I’m not sure beyond that.

Just a bump... after all this time, still no idea what this one is. It's possible that it's Greek instead of Parthian, but that was my initial hunch.
