Would this be a 'soldier' type of roman fibula?

It's arround 10 cm and +- 200 AD. Has anyone some more insight on the design.

Yes, this is a "wolf's head" fibula which is a 2nd century derivative of the earlier Aucissa type.  Both the Aucissa and the wolf type were generally legionary types.
