Medieval coin or token with bear and trees

A friend of mine in England thought this was an old coin from Canton Bern because of the bear, but it is definitely not and of the medieval Swiss cantonal coins. I thought it may be some kind of entry token, because there is no date on it.

I can't make out the full legend on it but what I think I can read is
+CEST_ _ _ PAWA _ _ E _ BEST

Can anyone suggest what it is and where it is from ?
