Hadrian semis revisited

This was a purchase from Forum some time back.  At the time, it was unlisted/unpublished; however, with publication of RIC II.3 it can hopefully be attributed.  To my eyes, it looks like RIC 890 is the closest, but RIC 890 does look like a semis in the plates.  As the Forum listing describes, this piece looks like a denarius dies on a semis planchet.  Legends are uncertain so this could match the semis (if the die cannot be attributed to a denarius die that is readable).

Should this coin still be unlisted, or be a variation of RIC 890 (draped and cuirassed)

HADRIANVS AVGVSTVS starting at 12 h. Head of Hadrian, laureate right
COS III., Victory advancing right holding wreath
