Interested in hearing the thoughts of more of an expert on this.  Domitian minted few bronzes with Concordia, and none that I know of with Concordia standing.

How about RIC II (Titus) 309 or 310?

Apparently unpublished, if official.

As already noted, Concordia is always seated in the Domitian known examples, while a Concordia standing does exist only in an early Vespasian issue.

By the way, I don't see the space for AVG in obverse legend, so the coin should belong to Group 3 (DIVI VESP F: 330-355).

It's amazing how new types continue to show up.

Could it be a dupondius?

Yes, I think so.

Even Concordia seated is a dupondius and the metal that pops here and there seems yellowish.
