Mint ID help. Roman Coin

I need help Identifying the mint on this coin.  I only see an R S (M or H).  So you masters may be able to push me in the right direction as I learn.  Coin weighs 2.55 grams and 15.6 mm

An "AE3" size coin of Emperor Valens, 364 – 378 A.D. Mint of Siscia. Looks like it has been overcleaned.
