Yes, possibly of Constantius II's SPES REIPVBLICE type.

Yes, definitely barbarous based on the non-Latin letters in the inscriptions. But I would guess it is imitating a 5th century VICTORIA AVG (or AVGG, or AVGGG . . .) type.

The cloak line and the globe held in hand are part of the SPES REIPVBLICE design and the inscription on the right of the reverse looks like EIPVB.
