A very good possibility, but, despite the weight of your coin, I am wondering if it could be an example of this Thracian Kingdom type instead:

The remnants of the 'Σ' in "ΒΑΣΙΛΕΥΣ" might be visible above Kotys' head.  Perhaps you can see better what I mean in hand.
