can you help me with reading the legends?
also it seems to have a counter mark

Obv. [IMP] CAESA[RΙ TRAIAN] HADRIANVS . .?
Laureate and draped bust of Hadrian, right

Should be AELΙ MVNICIPI COELAN or something like that.
The reverse legend is (at least - partially) retrograde (should be engraver's error).
When mirrored - the legend becomes quite legible.
