Pb Leaping Lion Left Tessera - decoration - seal 18.54 mm 2.88 g

I purchased an interesting Pb Leaping Lion left Tessera - decoration - seal. It is lead.  It measures 18.54 mm and weighs 2.88 g.  The seller called it a Byzantine seal. I question whether it is either Byzantine or a seal.  Any ideas as to the culture it is from, age, and whether it is a seal, a tessera, decoration, or something else  would be greatly appreciated.  Pogh_pogh
