mintmark PA??

i have coin identified as
Roman Imperial ,Maximianus Herculius, first reign,286-305.Bronze,29mm. 8,26g Quarter Follis, Siscia, 305.
 IMP C M A MAXIMIANVS P F AVG Laureate head of Maximianus Herculius to right.
Rev. GENIO POPVLI ROMANIGenius standing left, holding patera and cornucopia.

but the mintmark for siscia is normally sis or xxi and i cant find any examples with the PA

can anone help

but the lower letter is definitely a P A

Perhaps it's merely an old worn, or plugged die?

For example, I had an Allectus coin with a similar thingy going on ... the "T" in Allectus was a bit wonky (plugged die)
