Please help Solidus reverse

At the reverse of this solidus of Justin II, the head of Constantinople is turned to the left instead of the right and the legend is upside down.
If it was because a bad striking , the reverse would be hollow.
Should I consider this coin as an error or as a variant?
Can someone explain how this can happen?
