Unidentified lead 11.271g 40.9mm. Submitted unidentified by the consignor. I have no idea what it is. Any help? Thanks in advance.

It would fit a small mirror.  Ould also be meant as a small "souvenir" plaque from a temple or site.  I wonder if the damage at the top stems from a broken hole or loop?
