Interesting coin!! It certainly looks old/ancient... A textbook flan casting spur sticking out loud and proud... But the style looks ... As you say "very odd"!!
    I hope someone comes along with an answer... I am intrigued!

Alexandropoulos doesn't comment on the rarity of this coin, but generally pre-roman coins from North Africa not minted in Carthage are quite rare (perhaps apart from the Massinissa coinage from Numidia).

Thanks to identification help here I got this unusual looking coin.  It is from Hadrumetum (200 BC) Roman Empire North Africa.
The coin is 14.5 mm and weight 2,40 g
