It is double struck.

You can see a letter "N" at the upper left of the camp gate.

There is a difference between a rare coin and a valuable coin.

There are probably no other coins with a double strike exactly like this one. That makes it rare.

Most collectors would rather have a perfectly struck coin in the best condition possible than a coin that is a double strike like this one. Most collectors would not pay much of a premium for a such a coin. Therefore it is probably not very valuable even though it is quite interesting and has a certain amount of eye appeal.

Correct regarding rare/ valuable....real cool coin in that it has appeal because the Camp appears in perspective.
Remember a very rare Rome camp was official in that format.
Also. If at auction, one only needs two competing interested bidders to make the coin "valuable'.
