S. Alexander or Elagab & Julia/Hera?

AE 26 mm max, 7.34 g

Markianopolis mint.

I'm not sure which Severan it is, and not certain that it's Hera on the reverse.  Thanks much for any help.

The magistrates name ends on ΦHCTOY which fits Tibius Julius Festus, magistrate during the time of Severus Alexander.

Under Governor Festus, meaning that the emperor must be Severus Alexander, as Shanxi says.

The lady on the obverse is Julia Maesa, rather than the other possibility, Julia Mamaea. I have collected images of about six specimens from the same die pair, including one in my own collection.
