Help with this provincial please--Elagabalus or Caracalla

This is probably Caracalla but could be Elagabalus.   I'm also stumped on the city.  Any help greatly appreciated.

Dear Charles M & Board,

The spelling of the ethnic can indeed throw someone expecting to see something different, but the coin happens to be an issue of Anchialus in Thrace, struck for Caracalla as you suspected.  Here is a nearly identical example, except for the possibly different arrangement of the reverse legend:
