Why are some stated as GREEK and some as ROMAN EMPIRE PROVINCIAL?

i would say all are ROMAN EMPIRE PROVINCIAL
For me the GREEK are provincials and not Greek

Not sure what you mean, Hadrian's i have there are provincials to me, maybe a Greek provincial ?
Romans ruled and not the Greeks anymore

some are
ROMAN EMPIRE PROVINCIAL
GREEK
Roman Empire

even the Hadrian, Cistophorus are not under provincial for me they are all provincial if not minted in Rome

RPC gives a nice definition:

The provincial coinage is defined pragmatically as including all those  coins which are not ‘imperial’ (i.e. those not listed in the publication Roman Imperial Coinage).

Not only is the Taras coin not Provincial,  it is also not "unpublished".    ???

Calling Romam Provincial coins Greek has always been a pet peeve of mine.  My rule of thumb is  'if it depicts a Roman emperor it is not Greek!'

Just to add to this discussion, I just want to thank Mr.K Butcher who, exactly 30 years ago, introduced the expression Roman provincial coins instead of the ancient Greek imperial !
