I know this seal type from multiple examples. It is published by Leukel, N67 (β€œbust wearing Phrygian hat”) and another one in Gorny & Mosch 156 (5 March 2007), lot 2512 (β€œMen”). If you look closely, there is a pedum over his shoulder. This excludes the identification as Men. I think it is most likely Attis, but Ganymede can't be entirely excluded.
