Strange she-wolf

Could you help me please for this anepigraphic bronze coin (23mm, 6,14g)

The seller described it as a « anonymous republican » bronze with Apollo on the obverse. Rather than Apollo, without laureate head, it could be Diana, and without any denominational mark, a republican bronze seems to be excluded.

What kind of object do you see in front of the bust? A hammer, a rudder, a quiver...?

The reverse looks a lot like the she-wolf on the Antonine dynasty coins and later on several provincial bronzes.

Could it be a forgery struck on ancient blank?

I do not know what it is, but I think it is ancient and the style certainly looks much more Antonine than Roman Republican.  Handsome item!

To try to go further, in which direction do you suggest me to look? An anepigraphic provincial coin? Given its size, a kind of token seems very unlikely...  

Do you have the slightest idea of the object in front of the bust?

I am not sure what that object is--perhaps the top of Artemis bow case?

Bow cases are usually behind the shoulder  :-\.
Perhaps a double axe? But this doesn't fit to a female deity neither  :(.
