Complete Obverse Legend - But Nonsense??

So here is a coin with a complete obverse legend, but I can't make any sense of it.  Please enlighten me.  Bust looks like Hadrian maybe?  But other than one  :Greek_Delta: over the head there seems to be no spelling or abbreviation for him or anyone else??

The reverse is a simple Tyche bust and the only readable reverse legend is from 3 to 6 o'clock "MHTPA"  I think that is start or abbreviation (A instead of O?) for Metropolis.  But what Metropolis I don't know?  Petra has been suggested.

Thank you in advance for your time.  To have so much information and come up empty -- I could learn a lot from this.

There is an Antoninus Pius example from Arabia Petra with matching ΑΥΚΤΑΙΠΑΔΑΥΙωΛ obverse legend and ΑΔ ΜΗΤΡΑ reverse legend
