Looks like a Maximinus II AE Follis from Antioch
MAXIMINVS NOB CAES, helmeted, cuirassed bust left, with sceptre over right shoulder and decorated shield on left arm
VIRTVS EXERCITVS, Virtus standing facing, head left, in military dress, right hand resting on shield, left hand holding vertical spear, marks across fields
