Lead coin...bag seal?

Interesting object.  I think its too small to be a bag seal....about 10mm and .9 grams.

Cant really make sense of the imagery.  Although one side may read VLF.  Don't have
any idea of the age but the lead is very white so it must have been in the ground a
while.  Any ideas?
