It is probably Tiberius.

I have a similar example (scroll down, third coin):

My example has slight variations in the legends.

There isn't 100% agreement among modern scholars as to who is depicted on this issue, Augustus or Tiberius. Most modern scholars feel that it is Tiberius, but some feel that it is Augustus. In fact, the dealer who sold my example to me attributed it as Augustus. After conducting my own research years later, I determined that it is probably more likely Tiberius.
