I think this is an eastern mint.

i wonder is there is an official Rome mint for RIC 381

That type is Eastern only: Rome struck no coins at all with this legend combination, HADRIANVS - AVGVSTVS P P on obv., P M TR P COS III on rev.

The clumsy style of the letters on the rev. of your new coin confirms the Eastern attribution.
