ΠIP would have no sense as ΠP means ΠPOC.
Caesareôn tôn pr(os) Argaiô means : (coin from the inhabitants of) Caesarea who (tôn) (live) near (pros) Mount Argaios

What you read as an I is in my opinion the first upright stroke of the Π.
