No legend is visible , so the possibilities are Justinian I , Justin II , Tiberius II  or Marcus Tiberius .   Thessalonica mint ???
Regards,
Vlad.

Just a slight correction. Justinian I is not possible, because the profile bust was still in use during his second regal year. On the criterion of 'let's pick the most common option', I guess Maurice Tiberius most likely, but not certain. Mint mark appears to be TES.

Justinian is not possible for another reason: his coinage began to be dated with the regnal year in year XII. This could be Justin II's second year at Thessalonica.
