Youthfull bust of the Senate r., bust of Roma, turreted, r. Possibly Pergamon.

Obverse is definitely Senate . You can  read "..ΗΤΟС" the end of СΥΝΚΛΗΤΟС.

The bust on the reverse wears a laurel wreath. Therfore it is probably Apollo.

One possibilty is Germe, but I can't read the reverse legend to be sure.

Sorry, "turreted" was a mistake. But Roma too is known with wreath as you can see on this coin from Pergamon, BMC 212-212

I don't think that there is a laurel wreath on the Pergamon issues. None of the Pergamon examples on acsearch shows a  laurel wreath as on Zosers coin.

RPC describes the Pergamon Roma always as "turreted and draped bust of Roma". No word of a wreath.

On the other hand the style of Senate/Apollo from Germe , is so close that I first thought the RPC item is a die match. The wildwinds example is possibly a reverse die match.
