I would exclude Domitian, legend and style don't fit.

I am pretty sure its not Hadrian, looks like its dated before Trajan

Depending on the bust style Domitian and Hadrian were the only ones I thought about, now I am lost!!!!

I am not able to find the exact match of this one in Domitian coins though it was initially identified as Domitian but all Aequitas are with Cornucopias so can it be an Otho also? as both coins came together? it is 20mm and 4.2 grams

The decription of Dattari 486 is : Dikaiosyne  in piede tiene bilancia e picollo scettro, which means "Dikaiosyne  standing, holding scales and scepter"

A pencil rubbing of Dattari 486 can be seen in Dattari-Savio, pl.18.

As Dattari's description states, Aequitas is holding scales and a short scepter.
