A flavian with two countermarks to ID

Please help me identifying these two counter marks on this coin, it appears to be flavian with two CM, one with bearded male bust and the second with female bust, it is 23mm.(the reverse is completly worn)

the counter mark looks like Septimius Severus though the coin looks Flavian!!!!

Larger c/m looks like Howgego 133, and smaller 135.
133 punch c. 6.5 x 5 mm, 135 c. 4.5 x 3.5 mm.

Both are recorded on Flavian coins from Antioch and Judaea,
but not on one and same coin.
