This is a Phoenician weight from the early Roman period - see below for some similar examples.
The inscription is probably OGDOON, i.e, 1/8 of a Mina/Double Litra.
The weight scale is uncertain - 8 x 81 = 648 gm, in line with the standard Roman Litra of 327 gm, but the reverse lacks the usual cross-hatching, so maybe this weight has been smoothed down from the heavier provincial standard of a 720 gm Mina (see last two weights below). Or maybe it's just a bit worn by use.
For other examples of this series see Qedar sale XLIX 5083, 5085.

Mike, for the Qedar sales you need the original Munz Zentrum auction catalogs, which are listed in Hendin’s "Ancient Scale Weights", an essential starting reference for ancient weights.

These weights are Greek or Greco-Roman period weights from Phoenicia, and your No. 83 is basically Hendin 307.
Another useful reference for Phoenician region weights is Lionel Holland’s “Weights and Weight-like Objects from Caesarea Maritima”, which can be downloaded in a number of parts from Academia here:

https://independent.academia.edu/LionelHolland

Chapter 5 part 2 includes your weight 83 and various others:

https://www.academia.edu/3596382/WWOCM_-_Chap_5_-_Greco-Roman_Lead_2_

Your IB weight is a somewhat underweight 12 drachms – the drachm here being (probably) 1/128 of the later Phoenician Mina of c.460 gm.
