I don't think it is Serapis, who is almost always shown with modius / kantharos on head

The clothing would seem to indicate female for a Western deity but could be a male costume in the East,

Does the figure really have a beard or is that a tiny chip?

My guess is an eastern Zeus.  Because the dress does not match the standard Greek Zeus or Roman Jupiter.  There are many - Zeus Belos, Zeus Helipolites, Zeus Hagios, Jupiter Dolichenus, etc.

Not sure which would be best match.
