Is this Justinian?

Is this justinian I, II? This coin was hard to photograph since it's black, it's also "sticky" i wonder if it's wax on it.

I really can not make out anything due to the glare and color. Also helpful to have size and weight,

Well, maybe I see  8)  a  :Greek_Iota: +  :Greek_Beta: on reverse.
That might mean Iustinianus 12 nummi Alexandria mint.

PS There are of course more rulers who have issued 12 nummi coins (Iustinus II, Tiberius Const, Maurice Tiberius and Phocas),
but from what I see  ;D on obverse, I would say Iustinianus...

Obverse is 12mm, total size of flan is a little over 19mm. Joma is probably right, but i can't see any mintmark in my example.
