Help ID Emperor and Mint on Clipped Silver Siliqua 84415

84415. 1.163g, 13.7mm, 0 die axis
It looks nearly impossible, but I hope that we have a least one genius who can ID this type even when clipped. 

My guess Gratian from Rome mint. It is just a guess I made the other day and I can't even remember why.
