The coin is not very well preserved, so there is nearly nothing legible from the legend. And there are plenty of coins with a head on the obverse and a horseman on the reverse :-\.
So I have no idea where to begin :(.

With PA left to the head of the horseman and N in front of the horse it is probably this coin:

Great, that's it :).

The style of Apollo is the same and the monogram beneath the horse seems to be the same as on zoser's coin.
