Request with Identification help with a Chinese medallion

    I believe this is a coin but I am not sure.  It is a two sided AE 41, 21.7g.  On one side I think I see Wang and Bao.  On the reverse I suspect may be the same inscription but in seal script. On the other hand I could be completely wrong about it all.   The reverse is somewhat 'muddy'. Any help would be appreciated.
