I think it is Caracalla at Caesarea Maritima.  The size is a little small but it is clearly struck on a small flan.

Shown in the recent ANS book on the Safaer collection as Caesarea #73-76.

I would not like to construe casting into each low grade coin, but could this be a cast copy? The pics mignt be not clear enough to me, but above the head of Caracalla and below the head of Serapis the remnants of the castinf chanel might be visible. There might also be a shoulder at the top of Caracalla's head and behind Serapis' head.

Regarding authneticity i do not know really, it is sharp and details are ok, it came to me with a most interesting lot of byzantine coins that were found together with weights rings and earrings.

It was actually total luck. 

I had just been attributing, and re-attributing, a few coins in my collection from that area last weekend.  I had struggled to identify the same coin.  The outline of Caracalla's bust - a 3/4 view from the rear with his shoulder towards the left  - was what finally allowed my to separate it from all the other Emperor bust / Serapis bust types.  Your image immediately reminded me of my search.   If you had posted it in another month I would likely not have remembered.
