I believe it may be a Gallienus from Antioch in Pisidia.  The disasters of Gallienus' reign seems to have killed off the artisans who used to make the dies at Antioch, and the result was some very primitive looking coins.  Even before Gallienus, the legends at Antioch had largely become illiterate, although the types were still half-way decently engraved
