Interesting thick coin Greek Provincial?

This coin is about 16mm in diameter. I can't make out much of the bust, but it seems like Greek text on the reverse to me. My only thought is that it is Greek Provincial from the Roman Empire. Help is appreciated!

Definitely a Roman Provincial....if authentic. I have not seen a "thick" one as your image hints..
Possibly Septimius Severus, but it certainly could be one of a few others.
Caduceus reverse.
Reverse legend ends in ....ΟΠΟΛΙΤΩΝ, which could be a half dozen or more cities, like Marcianopolis, Hadrianopolis, Nicopolis etc.
