Obverse inscription   HADRIANVS AVGVSTVS P P
Obverse design   bust draped r. seen from behind

Reverse inscription   COS III
Reverse design   legionary eagle between standards with vexilla

My coin reads new Obv. legend and bust.

I read
IMP CAES TRA HADRIANVS AVG PM TR P ….COS III P P?

COS — III across fields, legionary eagle between two standards.

I read obv. legend slightly differently, unfortunately it's somewhat obscured by doublestriking at 8-9 and 1-2 o'clock:

IMP CAES TRAI (?) HADRIANVS AVG P MAX (?) TRI POT COS III P P

Hopefully you will be able to ascertain the correct reading of the doubtful sections with the coin in hand!

Attested obv. legends for Hadrian's cistophori so far:

a. HADRIANVS - AVGVSTVS P P or AVGVSTVS - HADRIANVS P P

b. The same two legends without P P

c. IMP CAES TRA (or TRAI) - HADRIANO AVG P P on the coins attributed to the Koinon of Bithynia, with either COM BIT or just COS - III on rev.

So the legend on your coin is certainly new. It is somewhat similar to the Bithynian legend, but also different because with P MAX TRI POT COS III added, in the nominative not dative case, and continuous rather than broken above the portrait.

The mint attribution may be difficult!

Obv. style and bust type seem closest to Metcalf's Mint A, Group II, 307-314 on his pl. 20-21, coins that in the new RPC 1367-1374, pl. 58, are tentatively reattributed to Cnidus.

The legionary eagle and standards on your rev. seem closest to RPC 1418, pl. 61, attributed to Metcalf's Mint B, though this type was unknown to Metcalf in that group.

I agree on the similarity Mint A and B, also you are right about the legend, when coin in hand i will hopefully be able to confirm it.
